You should get this when doing the quest to find the cook book.
I had to complete the first quest in the park in order to get to the cook book.
You need to get the key to the shed by going to the study in your house to the left when you walk in the house. Move the boxes by holding
and dragging the box to the left to grab the key.
Once you have it then go to the shed outside your house to the left. Roll under the object in front of the chest and click
to open the chest getting the book and the achievement.
