    Earliest you can get this is is on Act 2 Chapter 1: Taking Stock.

    Kill the first boomer and pick up the boomshot. Then hold on until more boomer spawn mid control zone defence. Weaken him and make sure to get the last hit with the boomshot.

    You can drop the gun and shoot. To defend as normally and t save the ammo. But be sure TO PICK IT BACK UP!* otherwise the gun despawns.

    JimmieWorldI did on a control side mission in Act 2 but I suppose the enemies are random. But I get lucky and one came took his weapon, and 2 turns later came another one.
