You'll unlock this after buying the 30 perks at least once (some can be purchased multiple times to upgrade the perk abilities). Perks are found in the Game Menu (
). Use
to navigate between tabs in this menu. For this achievement you'll need to focus on the Perks and Challenges tabs. Note that in the Challenges tab you'll use
to look at the different challenge categories.
You buy perks with "Perk Points" that are earned by completing challenges. Challenges fall under four categories: Weapons, Exploration, Kills, and Hunting & Fishing. I would recommend working on these challenges as soon as possible in the game so you can buy perks as you go. For example, instead of sticking with your favorite gun try switching to others to complete their respective challenges so you can earn more perk points.
There are only 25 perks available to buy at first. Later in the game 5 more will become available to purchase. If you don't mind spoilers, click below to learn more:
*** Spoiler - click to reveal ***Part of the story line involves going to New Eden and then finding Joseph Seed, the villain from Far Cry 5. Once you've completed the Story Mission "Joseph's Secret" you'll have 5 new perks added to your perk menu at the bottom. These "Eden's Gift" perks include: Leap of Faith, Ghost, Wrath, Eden's Touch, and Eden's Gift. Some of these are required to get other achievements in the game. Once you've purchased the base 25 perks and 5 Eden's Gift perks the achievement should unlock. See picture below of all 30 perks unlocked:
