First, get the bigger they are achievemetn by doing the following. You can then get this achievement by destroying what you've built.

Load up a custom survival game on the earth world/planet. Press RB+Y to enable admin tools menu, and enable the creative mode tools, and make yourself invulnerable.
Now, come out of the menu, and start spawning lots of refineries. To do this, click the L Sticki, press RT until you reach Production and Medical. At the top of the dial, you should see Refinery. Selecft it with the Left stick, and then, press RB to confirm. Spawn a lot of these and the achievement will pop. Spawning between 15-20 of these should do the trick.
You can NOW get this achievement, by dropping more refineries on top of the ones already there, which will destroy them, and give credit towards this achievement.
