Just wanted to add to The Killjoy Law's guide with a video showing how it is done. The achievement won't pop until the mission is complete. I would also suggest shooting the ticker with a pistol as not to kill the locust with bullets as well. The last item is that a ticker won't be killed from another ticker's explosion it leaves them with a few points of health even in beginner, so the other enemy needs to be a locust.
