You can get his achievement as early as
Walk up to the DJ Stand at the party at the High School and it should unlock after dancing for a few seconds.
If you miss to dance at that time, you should be able to dance to one of the 3 tapes you find throughout the game at either the music shop downtown or at the tree fort.
