Sapphire Bay Grotto Bugged/Glitched

I got to Sapphire Bay Grotto, turned off my game. Starting playing again today and now the Grotto in Sapphire Bay won't appear. I'm continuing missions and it still won't pop. Went back to the Grotto in Golden Shores and it's still not showing.
The only I haven't done is quit my game from the Xbox menu and restart the game nor have I done a hard-restart on my Xbox Console.

Has anyone else come across this issue?
If you did, please let me know what you did resolve it.

I popped. I cleared my save data on my console (not everywhere), reloaded the did the hunt mission in Dead Horse Lake, did the hunt mission in Sapphire Bay w/ the Hammerhead. Went to the lighthouse area where there the grotto was. And I saw the LED buoy rope leading to the grotto. Went inside now the grotto appears on map.
