Maybe I'm an old man, but I don't need anything more than a console and PC haha glad this an option, I'm just not certain I would ever use it.
I've used xCloud to play some Game Pass games that weren't downloaded, so maybe this helps people with bad bandwidth that can't download games but stream them?
I think there are 3 use cases for playing via cloud streaming:
1. You can stream games on your mobile devices while you are away from home and don't have your console with you, or when you need to free up the TV at home.
2. If you want to play a platform exclusive game but don't intend to buy a new console. For example people without an Xbox are able to stream Starfield if they care to play it.
3. Testing a game via streaming to see if you actually would enjoy it before committing to download the game on your console.
