    Yeah that seems to be the reason:
    If you already own Terminator: Resistance on Xbox One you can get a free digital upgrade for Xbox Series X|S on September 27. This comes with the Infiltrator mode, and you'll then have the option to buy the Complete Edition at a discount for $14.49 / £11.99 / €14.49 when it comes out in October.

    I just bought the regular edition for 15,99 € and after that the price for the complete edition changed from 26,99 € to 13,49 € so this still works.
